What is a Chemical Health Risk Assessor ( CHRA Assessor)?

Chemical Health Risk Assessor / CHRA Assessor is a competent person that is registered by DOSH (Department of Occupational Safety & Health) Officer to conduct Chemical Health Risk Assessment.


Why Chemical Health Risk Assessment ( CHRA ) is required?

CHRA is required mandatorily under the Occupational Safety and Health (Use and Standard of Exposure of Chemical Hazardous to Health) Regulations 2000 / USECHH Regulations 2000. The employer could not carry out any activity or likely to expose the employee to chemicals hazardous to health (CHTH) before conducting the Chemical Health Risk Assessment ( CHRA ).


If the employer does not conduct a Chemical Health Risk Assessment ( CHRA )?

Anyone who violates OSHA or related regulations should be fine not exceeding RM50,000 or imprisonment not exceeding two (2) years or both.


What does Chemical Health Risk Assessor CHRA does during Chemical Health Risk Assessment?

  1. Conduct site visit and review the documentation

  2. Identification and evaluation of health risk associated with the chemical used in the workplace

  3. Recommend control measures required like chemical handling training, medical surveillance program, Local Exhaust Ventilation LEV Installation, Chemical Exposure Monitoring CEM and others

  4. Evaluation on the degree of exposure of chemicals from ingestion, inhalation, absorption and dermal contact


How much interval does it require to review the Chemical Health Risk Assessment ( CHRA )?

Employer shall review the Chemical Health Risk Assessment CHRA if there has been a significant changes or it has been more than 5 years or when directed by Director General DOSH.


How long does the Chemical Health Risk Assessment CHRA Report need to be kept by employer?

CHRA Chemical Health Risk Assessment Report need to be kept in a duration of more than 30 years. It shall be shown towards DOSH Officer if required.

What is the control measures guidelines in the Chemical Health Risk Assessment CHRA?

  1. Eliminates the chemical hazardous to health from the workplace

  2. Replace the chemical hazardous to health with a less hazardous chemical

  3. Isolate the chemical hazardous to health from person

  4. Conduct engineering control such as install Local Exhaust Ventilation, provision of chemical spillage kit and eye wash

  5. Administrative control such as job rotation, proper housekeeping and providing signage.

  6. Wear proper Personal Protective Equipment
